The Z-9-H410A, a variant of the Harbin Z-9 Haitun, was initially powered by WZ8A engines (the Chinese produced Turboméca Arriel 1C1).  Maximum internal and external payloads are 1,900 kg and 1,600 kg, respectively.  The H410A could be equipped with Turboméca Arriel 2C engines, instead.  The helicopter features three pairs of doors, the rearmost pair being aft-sliding; the aircraft requires a single pilot and can hold a maximum of 13 passengers.  Accessories can include a searchlight, optoelectronic system and emergency flotation gear.

The H410A received domestic type and production certificates in April 2001, followed by its maiden flight in December 2003.  The helicopter was granted CAAC certification in July 2002.
