The second line of the Harbin Z-5, based on new the new design provided by 1961 manufacturing drawings.  The helicopter receive certification for production on 21 September 1963.

In May 1963, work began to upgrade the Harbin Z-5 main rotor construction from steel tube spar and wood to complete metal blades with a bonded honeycomb filler.
